Unmet Needs

Increasing Skills to Identify Needs and Capacity ( INSINC) Project

  1. Identifying Capacity and Infrastructure Needs in Underserved Communities
  • This one-day training will present a capacity-development framework that will enhance the ability of Ryan White Grantees and Title I Planning Councils to identify and address capacity-development needs in historically underserved communities.
  • Grantees and planning bodies will receive infrastructure assessment tools and resources that will enable them to assess, outline, and address the capacity-development needs in a community thus increasing their ability to effectively plan for the provision of HIV-related services to people living with HIV (PLWH). This training is important, as the Ryan White CARE Act requires that Title I Planning Councils assess and develop plans for their respective EMAs to address disparities in access and services among subpopulations of PLWH and in historically underserved communities.
  1. Addressing Disparities in Access to and Retention in Care for Special Populations
  • The two-day training will assist Ryan White Grantees and Title I Planning Councils as they consider the needs of special populations; specifically, HIV-positive substance users and HIV-positive individuals recently released from the criminal justice system.
  • The training will address systemic issues that affect the provision of services for active substance users and recently released inmates. EMAs will be provided with methods and resources that will help them identify and establish provider linkages to strengthen the coordination and continuity of care between drug treatment, corrections, and public health systems. This training is important, as the Ryan White CARE Act requires planning bodies to coordinate services with substance abuse prevention and treatment services and to strengthen relationships with the criminal justice system.
