2001 Health Insurance Program (HIP)


Number of States and EMAs, 1996-2001

  • The total number of HIPs continues to increase each year, with the largest increase from 1998 to 1999. This increase is attributed to the HIV/AIDS Bureau efforts in educating Title II grantees about HIP and encouraging them to participate in the program, as well as HAB Policy Notice 99-01 that allows the use of Title II ADAP funds to purchase health insurance services.
  • During calendar year 2001, a total of 46 States*/EMAs provided a HIP. Among the 38 State HIP participants, 53 percent (n=20) funded at least part of their HIP using ADAP funds. A list of localities with HIPs is found in the Appendix. Furthermore, Alaska, Indiana, Massachusetts, Minnesota, Nebraska, Oregon, Texas, and Utah provided risk-pools.
