The CARE Act was originally enacted August 18, 1990 by PL 101-381. It amended the Public Health Service Act to add Title XXVI, HIV Health Care Services Program.

The first reauthorization was enacted May 20, 1996 by PL 104-146. It also incorporated the AETCs and Dental Reimbursement Programs effective October 1, 1997 (FY 1997).

The second reauthorization of the CARE Act was enacted October 20, 2000 by PL 106-345. The Ryan White Program was reauthorized a third time in December 2006 as the Ryan White HIV/AIDS Treatment Modernization Act of 2006.

* FY 2006 SPNS: Normally funded with set-asides from Parts A, B, C, & D, Appropriation Acts have directed that SPNS shall be funded from PHS evaluation set-asides. The appropriation amounts shown reflect a proportionate redistribution of the $25,000,000 to Parts A, B, C, & D.
