The Ryan White HIV/AIDS Program was enacted in 1990 and reauthorized in 1996, 2000, 2006, and 2009. The legislation, the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Public Law 111-87, October 30, 2009), delineates the statutory requirements of the program. HRSA develops policies that implement the legislation, providing guidance to grantees in understanding and implementing legislative requirements.
