Ryan White HIV/AIDS Program Reauthorization Update
On September 30, President Obama signed a Continuing Resolution that specifically includes the extension of Title XXVI of the Public Health Service Act (Ryan White HIV/AIDS Program), as it currently stands, through October 31, 2009.  The Continuing Resolution requires that all provisions of the Program continue as they were in effect in Fiscal Year 2009.

The Congress is currently working on drafting and passing reauthorization legislation.  The Department of Health and Human Services will continue to work with the Congress to ensure the Ryan White HIV/AIDS Program continues to provide medical and support services to underinsured and uninsured individuals living with HIV/AIDS before the Continuing Resolution expires on October 31, 2009.

HRSA/HAB Awards $5 Million to Support Innovative HIV Care for Women of Color
HRSA/HAB has awarded almost $5 million in FY 2009 grants to test innovative ways of delivering HIV/AIDS services to women of color.  Over the next 5 years, grants totaling almost $25 million will be awarded under the Enhancing Access to and Retention in Quality HIV/AIDS Care for Women of Color initiative.  The awards, from the Ryan White HIV/AIDS Program’s Special Projects of National Significance (SPNS), will support 11 demonstration sites in both urban and rural locations as well as an evaluation and technical assistance center.  For more information and a list of grantees.

HRSA/HAB Awards $2.7 Million to Help Women, Infants, Children, and Youth Affected by HIV
HRSA/HAB has awarded $2.7 million in grants to eight organizations that provide HIV/AIDS services to women, infants, children and youth.  The awards are made under Part D of the Ryan White HIV/AIDS Program.  These grantees are receiving Part D grants for the first time.  In total, 98 organizations received Part D funds in FY 2009, totaling $72.7 million.  For more information and a list of grantees.

Face of Ryan White: Indiana Consumer Advisory Board
The Indiana Consumer Advisory Board (CAB) has gone online to help broaden consumer involvement in Ryan White efforts within Indiana.  Their Website includes a calendar of CAB and related events, an explanation of their advisory council structure and operations, key downloads (e.g. CAB policies), and an archive of CAB Website news.  See the Indiana CAB, the latest Face of Ryan White, on the TARGET Center.

CDC/HRSA Advisory Committee Meeting: November 2-3, Bethesda
The CDC/HRSA Advisory Committee on HIV and STD Prevention and Treatment (CHACHSPT) will meet November 2-3 at the Hyatt Regency in Bethesda, MD.  The agenda will include: HRSA and CDC updates; a New Leadership panel; CHACHSPT Workgroup on HIV Care, Treatment, and Prevention in the New Millennia update; the State Department’s Global AIDS Coordinator’s report; the role of surveillance in informing CDC and HRSA activities; biomedical approaches to HIV prevention, pre-exposure prophylaxis; health care reform and HIV/STD prevention and treatment; Federal adolescent sexual health education initiatives; and HRSA's Bureau of Primary Health Care HIV/STD/HCV prevention, treatment, and care in federally qualified health centers.  The meeting is open to the public.  To learn more contact Shelley Gordon at 301/443-9684.  The agenda will be posted soon.

Webconferences on Implementing Routine HIV Testing: October 12
Two Webconferences on implementing routine HIV testing will take place on October 12. The title for the two sessions is “Making HIV Testing Routine: Lessons Learned.”  One session is for administrators (12:00 pm - 1:05 pm ET) and the other is for clinicians (1:20 pm - 2:25 pm ET).  Continuing education credits will be available for participants.  The Webconferences are conducted by the Center for Health Training, Delta Region AETC, and University of Texas Southwestern Medical Center.  For more information and to register.

Annual Ryan White Data Reporting Trainings: Save the Dates
The annual Ryan White HIV/AIDS Program Data Reporting Trainings will be held on the following dates:

  • October 26-28, 2009: Washington, DC (East)

  • December 9-11, 2009: New Orleans, LA (Southeast)

Ryan White Online: Tips to Enhance Your Web Presence
Many Ryan White grantees are making great strides in expanding their Website content.  The Web is an increasingly important communications venue.  Clients turn to Websites to learn what services are available.  Agencies and professionals go online to get and share resources about service standards, grant requirements, planning, and other topics.  The TARGET Center now offers tips on enhancing your agency’s Web presence.  Several Ryan White grantees are featured as examples.  Check it out at:

eHIVQUAL to be Launched Soon
This fall, the HIVQUAL-US program will be launching eHIVQUAL, a web-based tool for the collection and analysis of health care data for quality management.  HIVQUAL-US is a model for building capacity for quality management that is designed to improve care for people living with HIV developed by the NY State Department of Health AIDS Institute in partnership with HRSA/HAB.  It is funded through a cooperative agreement with HRSA/HAB.

eHIVQUAL allows HIV providers to generate pre-programmed reports with filtering capabilities that are useful in managing the quality of HIV care.  Similar to the previous MS Access-based versions, eHIVQUAL uses a performance measurement strategy based on a sampling methodology.  The new application also allows importing of data from other systems and the reports are instantly exportable through multiple formats.

HIVQUAL is a capacity-building program to help HIV care facilities build and sustain quality management programs; a way to monitor HIV care using a sampling strategy that promotes self-assessment through standardized record review; and a framework for quality management linking three core components (performance measurement, quality improvement, and quality management program).  The HIVQUAL-US program offers multiple services at no cost to Ryan White Part C- and Part D-funded clinics.  These services include: coaching and mentoring that is tailored to the needs of the individual clinics with support from an experienced team of consultants; Regional Quality Management Groups throughout the country where clinics come together with their peers; and the eHIVQUAL tool for data management.

New NQC Newsletter Focuses on Lessons from Cross-Part Collaboration

HRSA's Rural Health IT Adoption Toolbox Now Available
The Rural Health IT Adoption Toolbox is a resource created to address the needs of rural providers in the planning and implementation of health information technology (IT).  Resources compiled for this toolbox include information from both public and private sector entities, including government agencies, academic institutions, and research organizations.  This toolbox is designed for rural health providers, but is intended to inform State and Federal policy makers, insurers, and other interested stakeholders regarding the special considerations for health IT adoption in rural settings.  Access the Rural Health IT Adoption Toolbox at:

Call to Action: ONAP Requests Public Input
In August, the Office of National AIDS Policy (ONAP) launched a series of Community Discussions in 14 cities across the United States.  In an effort to reach all Americans, ONAP also issued a "Call to Action: Americans Speak About HIV/AIDS" to encourage community-based organizations, faith-based organizations, schools, businesses, research institutions, and other groups to hold their own discussions and submit to the ONAP Website the strategic steps that could be taken in the Nation’s response to the HIV/AIDS epidemic.

Satellite Videoconference on Neurological Manifestations of HIV: October 14
A live satellite videoconference and Webcast on the neurological manifestations of HIV will take place October 14, 12:30-2:30 pm ET.  The videoconference is hosted by the New York/New Jersey AIDS Education and Training Center (AETC), which is supported by HRSA/HAB.  There is no registration fee and CMEs and nursing credits are available.

This program is part of an ongoing satellite videoconference series entitled "The Management of HIV/AIDS in the Correctional and Community Settings," which addresses clinical issues in the management of HIV-infected patients.  The series is a unique, collaborative venture among Albany Medical College, the New York State Department of Correctional Services, and the private pharmaceutical industry.  Each program addresses a different clinical aspect of HIV infection using didactic lectures, case presentations, and a panel discussion.

“mental health AIDS” Focuses on Matching Clients to Treatment
The fall 2009 issue of "mental health AIDS" addresses the science of matching clients to psychotherapy treatment.  This issue focuses on research findings that can help to promote productive matches between clinicians and clients.  These findings also can help clinicians to select the type of therapy that holds the greatest promise for a positive clinical outcome.  It includes a new instrument for identifying individuals who are “ready” for therapy.  It also discusses the development of an HIV-related pain management intervention and client characteristics associated with beneficial results.

Guide for Community Organizations on H1N1 Flu
A new guide, “H1N1 Flu: A Guide for Community and Faith-based Organizations,” provides specific action steps that community and faith-based organizations can take to help keep communities healthy during flu season.  The guide includes information on:

·         Communicating important information about flu;
·         Supporting vaccination efforts;
·         Linking vulnerable and hard-to-reach populations to vital information and resources; and
·         Expanding and adjusting organizational activities to help people stay healthy.

NASTAD TA Meeting on Using the Internet to Reach Gay Men
Earlier this year, NASTAD, in partnership with the National Coalition of STD Directors (NCSD), convened a technical assistance (TA) meeting for health department HIV/AIDS and sexually transmitted disease (STD) programs and their community partners.  The meeting focused on using Internet Partner Services (IPS) to reach gay men and other men who have sex with men (MSM) and brought together colleagues from across the country to dialogue about IPS and other Internet interventions, including outreach and health communication.  To make the information shared during the meeting as widely accessible as possible, NASTAD filmed presentations and informal interviews with participants.  The film footage was edited into a four-part Web-film.  Part one provides an introduction to IPS; part two discusses challenges related to IPS; part three identifies solutions to challenges; and part four looks to the future.  View the report and the Web-films.

Health Care for HIV-Infected Transgenders: Audio Presentation
HIVInsite presents this audio slide show on health care for HIV-infected transgender individuals.  Barry Zevin, MD uses three cases to discuss HIV prevention, epidemiology, prevalence, and medical management among transgender people.  The presentation took place as part of San Francisco General Hospital's HIV/AIDS Grand Rounds on September 9, 2009.
